You can tell that two ratios is a proportion by simplifying two fractions or you could find the unit rate.

The second way that you can find out that two ratios form a proportion is that you can simplify don the fractions and if the fractions are the same at the end they form a proportion.

If you have 20/25 and 4/5, you can simplify them down by doing 20/5=4 and 25/5=5 and put that together and its 4/5 so they are proportional. With Cross multiplying, you can do 20 times 5 and 25 times 4 and they both equal 100 which makes them proportional.
